Update (2026): The program described below — Quebec’s Regular Skilled Worker Program (PRTQ/RSWP) — has been replaced by the Skilled Worker Selection Program (Programme de sélection des travailleurs qualifiés, PSTQ). The old points assessment grid and application rules below no longer apply. What has not changed: Quebec has officially signed a special agreement on immigration with Canada, so immigration to Quebec as a skilled worker still Depends on two following stages:
Applicant should apply for a Quebec Selection Certificate (Certificat de sélection du Québec) by Government of Quebec.
To immigrate to Canada as a Quebec-selected skilled worker, you must apply in the following 2 stages:
- You will be properly assessed by the Quebec province by their own rules and regulations.
- The certificate is proof that the Province of Quebec has acquired you as an immigrant.
Once you are selected by the Province of Quebec, you will get a CSQ. You can then apply to the federal government for permanent residence as a Quebec-selected skilled worker.
Eligibility and Requirements for Quebec Skilled Worker Program (QSW)
Under the PSTQ there is no single points assessment grid. Instead, candidates must qualify under one of four streams — Highly qualified and specialized skills, Intermediate and manual skills, Regulated professions, or Exceptional talent — and meet the French-language and other requirements set by the Ministère. You submit an expression of interest (free of charge, valid for 12 months) through the Arrima portal; if invited, you may then submit an application for permanent selection and, if selected, receive a certificate de sélection du Québec (CSQ – Québec selection certificate). You can then apply to the federal government for permanent residence — IRCC currently lists about 11 months processing and fees from $1,590 for Quebec-selected skilled workers.
How to Apply for Quebec Skilled Worker Program (QSW)
Once you are selected by the Quebec Province the applying process is divided into 3 main steps:
- Getting the application ready
- Application fees
- Submission of Application
Getting the application ready
At this stage, you need to hire a guide or you can do the paperwork yourself if have all the knowledge. A guide can help you a lot with the necessary paperwork and filling them with correct information. You need to fill out the forms, print, and sign them. Make sure you have entered all the required information carefully and correctly. Never lie about such information.
Application Fees
Fees are included in such programs for processing the application, Right of Permanent Residence Fee (RPRF), Bio-metrics verification fees, or even third-party fees if needed. You can pay these fees via the online portal. As a reference, IRCC’s current fee listing for Quebec-selected skilled workers starts from $1,590 (federal stage only — always check the official pages for the full, current fee schedule). These fees will make sure that there are no delays in processing your application. They will have your information and record to maintain with biometrics. You may need to pay parties and it depends on the situation such as medical exams, police certificates, educational assessment purposes, and an instruction guide. Assure that you have given all the required information and you are not missing anything. If you miss out on any information they will not process your application, it will be sent back. You will have to correct it and resubmit it again.
