The Prince Edward Island Provincial Nomination Program (PEI PNP) lets candidates submit an Expression of Interest without a job offer from a PEI employer. However, as of 2026, Prince Edward Island prioritizes invitations for applicants working and living in the province with an eligible PEI employer, and prioritizes skilled workers in higher-demand sectors such as health care, trades, and childcare. We will discuss the eligibility and requirements further. Candidates are only selected for provincial nominations if their skill-set and work experience meet the PEI’s labor eligibility and requirements. Once the candidates are nominated it will significantly increase the possibility of further receiving an invitation and apply for Canada permanent residency through the Express Entry Stream.
Express Entry Requirement for Prince Edward Island Provincial Nomination Program
In order to apply for Prince Edward Island Provincial Nomination Program, the candidate should have a legit Express Entry profile. The candidate should be registered in the Federal Express Entry Pool. Candidates who want to submit a profile to the pool should be eligible for at least one of the three below mentioned Federal economic programs:
Federal Skilled Worker: This economic program minimum requires a diploma from a high school and one year of continuous skilled work experience (1,560 hours) gained within the last 10 years. Skilled work experience means employment in NOC TEER categories 0, 1, 2, or 3. Candidates must also score at least 67 points out of 100 on the six selection factors and provide approved English or French test results at Canadian Language Benchmark (CLB) level 7.
Canadian Experience Class: It doesn’t require any minimum education. But the CEC candidates should have at least one year (1,560 hours) of skilled Canadian work experience gained within the three years before applying. Skilled work experience means employment in NOC TEER categories 0, 1, 2, or 3. Candidates must provide approved English or French test results at CLB level 7 for TEER 0 or 1 occupations, or CLB level 5 for TEER 2 or 3 occupations.
Federal Skilled Trades: This economic program doesn’t require any minimum education. But 2 years of full-time skilled trade work experience (3,120 hours) gained within the 5 years before applying is mandatory for FST candidates. Candidates must have a valid full-time job offer of at least 1 year or a certificate of qualification in their skilled trade issued by a Canadian provincial, territorial, or federal authority. Candidates must provide approved English or French test results with CLB level 5 in speaking and listening and CLB level 4 in reading and writing.
Job Offer Requirement
As we have already discussed, The Prince Edward Island Provincial Nomination Program (PEI PNP) doesn’t require a job offer from a PEI employer to submit an Expression of Interest. However, PEI prioritizes invitations for applicants working and living in PEI with an eligible PEI employer, and candidates are ranked on the PEI Expression of Interest points grid published in the Workforce Application Guide. Note that since March 25, 2025, job offers no longer add points to the federal Comprehensive Ranking System (CRS) score.
Application Procedure and Process Time for the Prince Edward Island Provincial Nomination Program (PEI PNP)
The PEI PNP operates on a system of Expression of Interest (EOI). If candidates meet the eligibility requirements, they can create a profile in the PEI Expression of Interest system; profiles remain active for six months. Candidates are ranked on the PEI EOI points grid published in the Workforce Application Guide, and the highest-ranking candidates are invited through periodic draws to submit a complete nomination application. A federal Express Entry profile is mandatory; the PEI EOI system, points grid, and draws are separate from the federal Express Entry pool and ranking system.
The candidate should have an IRCC account as the selected applicant will have to accept the provincial nomination on that account. Once the provincial nomination is accepted by the candidate, 600 points are added to the Comprehensive Ranking System (CRS) score. This is considered a virtual guarantee of an Invitation to Apply (ITA) for Canadian permanent residency via the upcoming Express Entry draw system. Note that when selected to apply for PEI nomination, a non-refundable fee of $300 CAD applies.
Once the ITA is received, the applicant should now start preparing the official application for Canadian permanent residency and submit it within 60 days. Applications submitted via Express Entry for permanent residence are currently processed in about 7 months (federal fees start from $1,590 CAD).
